Attacks on and assassinations of human rights defenders in Colombia on the rise in 2012 

 Two major reports on the situation of human rights in Colombia were published in the month of February: The Colombian "We are Defenders" program report "The Placebo Effect" and the United Nations High Commissioner for Human Rights annual report addressed the number of human rights violations in 2012.  

 In "The Placebo Effect," "We are defenders" reported 357 aggressions against human rights defenders of which 69 were assassinations. The report explains that the increasing number of attacks contrasts the expansion of the budget allocated to protect people at risk. The report cites the Ministry of Interior's lack of a unified and effective prevention strategy to mitigate the risk of aggressions against defenders and the absence of the Attorney and Prosecutor Generals' Offices in prevention efforts as major problems. These institutional shortcomings, in addition to insufficient or inappropriate protection measures create an illusion of ameliorating the problem without tackling the underlying causes of the attacks (See The Latin America Working Group's detailed piece on the insights and implications of this placebo effect and an interview with one of the report's articles (Spanish)).

Meanwhile, the UNHCHR annual report urges the Colombian government to increase resources destined to protect human rights defenders in rural areas and to further efforts to dismantle neoparamilitary structures throughout the country.  The report highlights the government's progress in its discourse around the importance of human rights and the Victims' Law but also expressed concern about impunity for human rights violations and the counterproductive reform to the military jurisdiction (Listen to press conference excerpt with Todd Howland here).

Ataques y asesinatos de defensores de derechos humanos en Colombia incrementaron en el 2012

Dos informes importantes sobre la situación de defensores de derechos humanos en Colombia fueron publicados en el mes de Febrero: El informe del programa colombiano Somos Defensores titulado "El Efecto Placebo" y el informe anual del Alto Comisionado para los Derechos Humanos de las Naciones Unidas reportaron el número y la situación de las violaciones a los derechos humanos en el 2012.

En "El Efecto Placebo," Somos Defensores reportó 357 agresiones contra defensores de derechos humanos de las cuales 69 fueron asesinatos. El informe explica que el incremento en el número de ataques contrasta con la expansión del presupuesto otorgado para proteger a las personas en riesgo. El informe cita como principales problemas la falta de una estrategia unificada de contingencia y prevención del Ministerio del Interior que pueda mitigar el riesgo de ataques contra defensores y la ausencia de la Fiscalía y la Procuraduría en los esfuerzos de prevención. Estas falencias institucionales, al igual que las insuficientes o inadecuadas medidas de protección, crean un ilusión de que se mejora un problema sin que se aborden las causas subyacentes de los ataques (Vea la publicación detallada del Latin America Working Group (inglés) sobre las percepciones e implicaciones de este efecto placebo y escuche una entrevista con uno de los autores del informe (español)).

Mientras tanto, el informe anual de la UNHCHR instó al gobierno colombiano para que incrementara los recursos destinados a la protección de los defensores de derechos humanos en aéreas rurales y a que avance en los esfuerzos para desmantelar las estructuras paramilitares a lo largo y ancho del país. El informe subrayó el progreso del gobierno en su discurso sobre la importancia de los derechos humanos y la Ley de Víctimas pero también expresó preocupación en cuanto a la impunidad de las violaciones a derechos humanos y la contraproducente reforma al fuero penal militar (Escuche apartes de la rueda de prensa con Tom Howland aquí).  

Call for civil society to express support for the negotiation process and peace with social justice

The efficacy of the negotiation process between the government and the FARC has been under attack during the month of February. While alias Timochenko requested the government not to "throw the process into a swamp", president Juan Manuel Santos claimed that the government would stand up from the table if the negotiations did not advance at an adequate pace. At the same time, the Liberal Party gave Santos the green light to end the negotiations, while the FARC delegation in Havana asked the government not to "kick" the negotiating table. However, according to La Silla Vacia, the peace process may not be going as badly as commonly thought since more than three pages have been filled with agreements on topics related to land reform. Yet, these exchanges highlight the talks' vulnerability in the context of the armed conflict.
 

We call upon civil society organizations to express support for the negotiations process and peace with social justice. We invite you to write op-eds in your preferred publications, write and publish blogs disseminating the benefits of ongoing peace talks, and to post supportive comments and statements on Facebook and Twitter. We invite the international community concerned with sustainable peace and social justice in Colombia to voice their support and urge the Colombian government to remain at the negotiation table. Stay tuned and we will advise you soon about how to get your Representative involved in supporting the peace process.

 Finally, we want to express our support for national initiatives to advance peace with social justices, such as the upcoming National Peace Congress that will take place in Bogotá April 19-22.

Llamado a la sociedad civil para expresar apoyo al proceso de negociación y paz con justicia social

  La eficacia del proceso de negociación entre el gobierno y las FARC fue atacada durante el mes de febrero. Mientras que alias Timochenko le pidió al gobierno que no "empantanara el proceso", el presidente Juan Manuel Santos aseguróque el gobierno se pararía de la mesa si las negociaciones no progresaban. Simultáneamente, el Partido Liberal le dio a Santos luz verde para terminar las negociaciones, mientras que la delegación de las FARC en la Habana le pidió al gobierno no patear la mesa de negociación. Sin embargo, de acuerdo con la Silla Vacía, el proceso de paz no va tan mal como se piensa comúnmente, dado que ya se han firmado más de tres páginas de acuerdos sobre reforma agraria. Aún así, estos intercambios verbales subrayan la vulnerabilidad de las negociaciones en el contexto del conflicto armado.

Llamamos a las organizaciones de la sociedad civil para que expresen su apoyo al proceso de negociación y paz con justicia social. Le invitamos para que escriba artículos de opinión en sus publicaciones preferidas, escriba y publique blogs diseminando los beneficios de la continuación de las negociaciones, y que escriba comentarios de apoyo o comunicados en Facebook y Twitter. Invitamos a la comunidad internacional preocupada por la paz sustentable y la justicia social en Colombia para que hagan oír sus opiniones e insten al gobierno Colombiano para que permanezca en la mesa. Manténgase al conectado con nosotros y pronto le aconsejaremos como puede involucrar a su representante para que apoye el proceso de paz.

Finalmente, queremos expresar nuestro apoyo a las iniciativas nacionales que buscan avanzar la paz con justicia social como el Congreso Nacional de Paz que se llevará a cabo en Bogotá durante Abril 19 al 22.

 This month USOC was hard at work preparing for the annual human rights certification meeting with the State Department and making preparations for the various delegations we will receive in March during the sessions of the Inter-American Human Rights Court.
