CCAI is Declared Military Objective by the FARC l Las FARC Declaran Objetivo Militar a CCAI

In recent days the 29th front (Front Alonso Arteaga) of the FARC, announced through a communiqué that it is declaring as a military objective any and all civic and military actions comprised under the presidential directive 01 of 2009.

Presidential directive 01 of 2009 or the National Plan for the Consolidation of Territory, establishes a strategy that would allow the government to align “military, police and counter-narcotics efforts with actions in the areas of justice, economic development and institutional capacity, in key areas of the national territory”. The objective of the strategy, as per the document, is to create security in areas where the presence of the Colombian state has been weak through the recuperation and consolidation of territory by the Colombian armed forces. The directive established that in order to maximize results and coordinate efforts the initiative would be led in the local and national level by the Center of Coordination and Integral Action (CCAI) who in turn is run by an executive board integrated by the Minister of Defense, the Army Commander, the National Police Chief, the Director of the Administrative Security Department (DAS), the Attorney General and the Commissioner of the presidential agency Social Action and International Cooperation.

The communiqué states that the 29th Front, who operates in the department of Nariño, sees the strategy as a “counterinsurgency tactic that is inscribed within the escalation of the armed conflict by the Colombian government”, and declares all actions within the strategy a military objective.

This announcement is deeply troubling in terms of the possible consequences that this may have in the situation of the communities that live within the government designated “strategic areas”, as it puts the lives of those living in the areas at risk. The escalation of the military confrontation in these areas can be expected as well as the human rights violations, abuses and displacement that comes with it.

El frente 29 (Frente Alonso Arteaga) de las FARC anunció recientemente a través de un comunicado, que ha declarado objetivo militar todas aquellas acciones ya sean cívicas o militares que se lleven a cabo dentro del marco de la Directiva Presidencial 01 de 2009.

La Directiva Presidencial 01 de 2009 o el Plan Nacional de Consolidación del Territorio, establece las directrices de una nueva estrategia en la que el gobierno busca alinear “los esfuerzos militares, policivos y antidrogas con acciones en las áreas de justicia, desarollo económico y capacidad institucional en zonas claves del territorio nacional”. El objetivo de la estrategia es crear seguridad a través de la recuperación y consolidación del territorio por las fuerzas armadas colombianas, en áreas en las que la presencia del Estado Colombiano ha históricamente sido débil. La estrategia será dirigida por el Centro de Coordinación y Acción Integral (CCAI) cuya junta directiva está integrada por el Ministerio de Defensa, el Comandante de las Fuerzas Armadas, el Jefe de la Policía Nacional, el Director del Departamento Administrativo de Seguridad (DAS), el Fiscal General y el Comisionado para la Agencia Presidencial Acción Social y Cooperación Internacional.

El comunicado afirma que el frente 29, que opera en el departamento de Nariño, percibe la iniciativa como una “estrategia contrainsurgente que se inscribe dentro de los ánimos guerreristas del Gobierno de Uribe” y declara todas las acciones adelantadas por la iniciativa como objetivos militares.

Este pronunciamiento es profundamente preocupante en cuanto a las posibles consequencias que esto pueda traer para las comunidades que viven dentro de las denominadas “zonas estrátegicas”. El escalamiento de la confrontación armada dentro de estas zonas es de esperarse, al igual que los abusos, las violaciones a los derechos humanos y el desplazamiento forzado, que por lo general acompaña este tipo de acciones
